Information on Town Government

The Town of Troy has a progressive government with a myriad of excellent services and functions. Troy operates under the Council-Manager form of government. The Town Manager works directly for the Board of Commissioners and oversees all departments of the Town.

The Mayor and Board work along with the Town Manager to make sure the town runs efficiently. Mayoral elections are held every two years and the five Board members serve staggered four-year terms. These elections are non-partisan and voters in Troy have the opportunity to vote on all Board members since municipal elections are not held by districts.

The Town Board holds meetings on the 1st and 3rd Mondays of each month at 5:00pm at the Town Hall. Troy also has a Planning and Zoning Board consisting of 7 members from throughout town, including the one-mile Extra Territorial Jurisdiction (ETJ). The Planning & Zoning Board meets at 7:00pm at the Town Hall on the 2nd Monday of the month (as necessary).

Administration Department

The Administration Department includes the Town Manager and office personnel in the Town Hall. The Town Manager is appointed by the Town Board and is responsible for overseeing the day-to-day functions and services of the Town. The Town Manager also acts as the Human Resources officer, Budget officer, and Zoning Administrator for the Town. The Administration Department's function is to support the Town and its departments. The departments primary functions are water/sewer billing and collections, municipal tax billing and collections, and zoning, as well as payroll, accounts payable and accounts receivable, and benefits administration for all departments. Administrative personnel are available to assist citizens in establishing a water/sewer account, providing information on all Town functions and services, and issuing zoning and sign permits. We pride ourselves on outstanding customer service and strive to make transactions with the Town run as smoothly as possible. Please contact the Town Hall at 572-3661 if we can be of assistance. Our office hours are 8:00AM to 5:00PM, Monday through Friday at the Town Hall located at 315 North Main Street.

Department Heads

The efficient management of the town provides many quality services to town residents and businesses, and has resulted in the town maintaining its tax rate for over 16 years. Included in these services are police, water and sewer, sanitation, parks and recreation, and older adult services. Troy is also served by an outstanding volunteer fire department, with one of the best ratings in the state.

Education

Troy's educational needs are met by a modern, county-wide school system, which offers our children excellent educational opportunities. Elementary students attend either Troy Elementary School (K-2) or Page Street Elementary (3-5), while middle and high schools students travel only a short distance to attend West Middle School and West Montgomery High School, which are located just outside the town limits. The Montgomery County Schools are considered to be progressive, with strong technical/vocational programs offered alongside a strenuous academic program.

Montgomery Community College (MCC), a post-secondary institution serving this area of the state, is also located in Troy. MCC is located on Page Street, just off NC 134. The college has gained national acclaim for its specialty programs in areas such as gunsmithing, taxidermy, and pottery. In recent years, MCC has been approved to offer an LPN program, and a one-year college transfer program. The continuing education department of the college meets a variety of community needs by offering in-plant training for business and industry as well as fire, law enforcement, and rescue training. The department further offers personal enrichment programs of interest to the county's citizens.

Montgomery County also has an award-winning county public library system, headquartered in Troy.

Health care

One of the major resources in the town of Troy is our hospital. Sitting on a hill overlooking Main Street, First Health Montgomery Memorial Hospital more than meets the many medical needs of our community. Founded in 1950, the hospital underwent extensive renovations throughout 1991-1992. The hospital has a fully staffed emergency room, as well as an out-patient care facility. An affiliation with Moore Regional Hospital puts one of the best medical facilities in the state at the disposal of our residents. Troy is also the home of the Montgomery County Health Department and the Sandhills Mental Health Counseling Center. The county also has active Hospice and Red Cross chapters.

History

The Town of Troy, like the rest of Montgomery County, was settled primarily by Scottish immigrants. In 1852, Angus McCaskill, one of the early settlers, donated a tract of 50 acres to the community to serve as the town proper. Until a legislative decree changed the name, the community was know as West's Oldfield. That same decree also located the courthouse in the new community and made Troy the business center of a thriving county.

The town takes its name from John B. Troy, a popular attorney and solicitor of the judicial district. Legend has it that the streets of Troy are paved with solid gold. When the streets were being paved, fill dirt was brought in from the gold mines in Eldorado, a once thriving mining community north of the town. Local citizens with a sharp eye found gold nuggets in the streets of the city. Even today, Troy still represents a golden opportunity for its citizens and visitors.
